In Hanoi, not only in the intersection or market, we can even see the traffic violations as: running through road in front of the school gates.

One part of students and pupils is known as the people of future with a wide knowledge but lack of consciousness.

Promoting of enhancing consciousness is absolutely not enough. It seems to be easier to punish the traffic violations of the person drive a car or motorbike than the person drive bicycle. Why do the authorities punish perplexedly and infirmly? Is it impossible for punishing the traffic violations of pedestrian?   

It is not enough for prompting or punishment. It is necessary for people to understand how convenient and logic. After that, only punishing firmly and continuously can create the higher consciousness society on this problem.
