According to the Department of Transportation and Ha Noi Municipal Police, Hanoi have nearly 1,000 bus stops and 340 bus shelters, in which over 50 bus stops and shelters often are being occupied, particularly in the streets in urban districts. However, according to records, the number of bus stops and shelters are also being occupied much larger...

  The survey of reporters found that most of the bus stops and shelters were occupied as sale places, parked motorcycle taxi, parked cars obstructing traffic or the garbage collection point, sticking leaflets for advertisements. Even, people are lack of awareness, who urinate badly, make pollution and loss of public hygiene. Numerous Bus shelters are being occupied, almost in districts, especially Hoan Kiem, Ba Dinh, Dong Da, Hai Ba Trung, Cau Giay, Thanh Xuan where are near markets, stations, schools… Particularly, everyday, beerhouses are occupying the bus stop to keep diners’ vehicles from 3pm to 8pm in front of E6 building – Quynh Mai Dormitary (Quynh Mai ward, Hai Ba Trung District). Hundreds of cars and motorcycles are parked on Kim Ngưu street, extending to hundreds of meters. Bus get the bus stop in the middle of the road for visitors up and down, obstructing and unsafe for road users. The bus stop is at number 120 Dai Co Viet road (Hai Ba Trung District) is usually occupied by sugar cane drinks, motorcycle taxi, so bus-passengers have to stand and wait the bus in the street, causing loss safety traffic and order. Meanwhile, bus shelter is opposite number 16 Phung Hung (Hoan Kiem), is being placed by boxes and furniture of selling kiosks. Cars park where the bus get in and out for passengers in the street. Especially, the entire of pavement where is bus shelter at number 81 Tran Nhat Duat street, not only kiosks are occupying, but also motorcycle taxi park in the street, so vehicles go through easily collision. Beside that, this bus shelter is near Tran Nhat Duat Primary School which is also parents’ urgent problem because their children have to study with car-horns’ sound, noise from restaurants to serve bus’ passengers. Additional, there is high risk of traffic unsafety when parents come to pick up the children to school or after school… 

   The racing restaurants to selling goods which are springing up,  motorcycle taxi "fin" bus shelters; passengers while are waiting bus eat food and  drop litter on the road, causing loss of urban landscape. This situation caused many urgent and annoy to passengers and residents in these areas. But it seems that the force functions, managing agencies still have not effective remedies. Recently,  Inspectors of Department of Transport, Hanoi Police have handled and cleared occupied bus infrastructure violations. Many professionals are applied such as: temporary parking violations, using cameras to record the violations of the means to handle the specific forms... In the force funtions' appearance, many restaurants have been cleared, tables, chairs, umbrellas, canvas seized; parking violations are handled; motorcycle taxi’s owners are sanctioned...After that, relapse encroachment bus infrastructure continues to occur and some of the violations also has more serious...          

Talking to Hanoi News' reporters, represent of Hanoi Transport Corporation (TRANSERCO) recommends that: interdisciplinary Police and Transportation Inspectors should regularly inspect and handle acts very seriously occupied bus shelters by water kiosks, motorcycle taxi, cars and vendors, and increase penalties for intentional violations after prompting and handling. Beside that, police and local authority should coordinate to advocacy and education to raise awareness to abide by the provisions of law on traffic safety and order for people, especially whom are living in areas with the bus stops, shelters.
